HOA usage by address

We are looking at using this for a yet-to-be-created Homeowners Association Site, for Homeowners to pay their dues. Is there a way to set it up as requested by the client, as follows:

Would there be a way for me to go in and set a payment amount by address, then when a payment is made, it’s applied towards that address. The main goal is to be able to dictate/assign a custom HOA fee to each member. There might be separate fees depending on variables, for instance, a private drive pays more.

It sounds like they want to be able to assign it by address, not necessarily member name. Any help or information would be appreciated.
