Homepage features not loading

Under the “Homepage” tab, in Customize, there are the options of layout, slider, and call-to-action. However, even after enabling these, the features don’t load or activate. Nor does turning on the “Homepage (Featured)” option. Are these conflicting options? How can I turn these on, possibly with custom code?
