To use the filter “arm_validate_field_value_before_form_submission”, you need to return an array with the email field key and message in the value. After that error message will be displayed.
Regarding set email not allow the specific type of email to containing text, ARMember also provides a facility to set “Block Email Addresses On Signup” from ARMember -> General Settings -> Security Options page. So you can add an email domain that you don’t want to allow to register with unauthorized emails.

To find the email key, kindly navigate to ‘ARMember General Settings’ -> ‘General Options’ -> ‘Manage Preset Form Fields’ and click on ‘Edit Preset Form Fields’ and after that you can find meta key for email field using the label of your email field.
Regarding allow only specific email addresses, unfortunately, it is not possible to allow only a specific email address for signup exactly how you want it.
