Hover on tablet

I have a site with some icons that perform functions in the background and want to have tooltips on them. Works great on a PC, but on a tablet or phone, the action happens immediately instead of just showing the tooltip on hover. Is there a way to include a ‘confirmation’ warning before it actions the icon. The shortcode I am using is:
