How can I restore Comment functionality?

I had to move my WordPress blog from one web host to another and somehow lost the ability to post and receive comments. Everything else works.
When I make a test comment and click the Say It button, this error messaage is displayed:

The server encountered an internal error or misconfiguration and was unable to complete your request.
Please contact the server administrator, [email protected] and inform them of the time the error occurred, and anything you might have done that may have caused the error.

When I look at the server error logs, I see this sort of thing:

Any suggestions for a way to restore comments? I am using version 1.2
