How could I insert this inside my layout using PHP?

Is there a way to implement the PHP code into the site as a whole? Perhaps insert it in the head section of the whole site. The shortcode option is fantastic but, perhaps there’s a way to have it fixed on all pages anywhere ( even ) outside the content area.
