Looking at the error it seems there is some problem with the plugins, I would suggest installing the Health Check plugin and also try to deactivate all the plugins and activate them one by one to find the problematic plugin.

How do I Deactivate from the file manager
because I already renamed it “PluginsOFF” so I could get access to my WordPress admin,
and now I am trying to reinstall the plugins again and that is not working

Don’t rename the whole folder instead rename the plugins one by one.
I found one link that have steps to do that.
mplugin.php is a hidden script written by aerin Singh, it execute ads on your site without your permission and steal your credentials . so beware of this hidden script. just delete this script on plugin folder using ftp or online file manager. Also find the plugin (real culprit) that used to inject this hidden script (or plugin). This happens when you use cracked plugin or premium nulled plugins (rarely can be found in free plugin also).
MPLUGIN.PHP is the purpose of this error. If such error comes up up on your wordpress, it is very easy to remove, just follow the following steps
01. Sign In to your FTP or Cpanel
02. Go to File Manager
03. Go to the folder WP-CONTENT
04. Go to the PLUGINS folder
05. Scroll down to the bottom of this directory and find MPLUGIN.PHP
06. Remove MPLUGIN.PHP
07. Refresh your browser

But Still after delete the file from server manually they again generate it. so how can i debug this issue. Which plugin cause this issue

it is a little bit more complicated than just deleting the mplugin.php file.
You also need to check your database and function.php for code.
Here you can get some info where to look in your database:

There might be also a file called admin_ips.txt which has to be deleted.
In that file you can find for example all the IPs of the website admins so he doesnt see the ads shown to the visitors of your site.
And just in case you have a file like mplugin.php, which is malware but will return when you delete it, you can always just download it. Open it in editor, delete the code and upload it with the deleted code overwriting the exisiting file. Then you just give the file only read but no writing permission.

First of all login to your hosting>File Manage>Pulic_html>include>plugins> remove mplugin.php file. Check the theme function file manually and remove code that looks terrible.
