How do I register as a Plugin Developer?

    Hey forum goers,

    I want to submit a plugin to the repository and have read the advice on plugin submission here on the codex but when I go to the submission form it just says “This form is only for plugin developers.” !! ??

    So how do I actually go about registering as a Plugin / WordPress developer?
