Check each post in the post quick editor and check setting there:
Admin Dashboard>Posts>All Posts>hover mouse over post title>click ‘quick edit’>look at comments allowed check box.
Are they checked?
Also, you appear to be using custom page templates, make sure each one calls for the the comment php to be run (as applicable).
Additionally, you should convert your work into a child theme so you will not lose your changes on a theme update.

For some reason I can’t get comments, or the comments form to show up.
I’ve searched other posts about the topic, and I have a checked my “Discussion” settings, and I’ve got everything configured to allow for comments.
Can anyone think of what other issues there might be?
