How to do a basic layout change

I am a newbie to WordPress and understand only a little bit of html.
What I have:
- WordPress 6.7.1
- What I got is a homepage, which seems to have the title "Blog" (I changed from "My Blog" to "Blog", and most likely change it again.)
- When I add a page which looks like:
--- Unscrolled:
Top left: "Blog" (this works as "Home" button)
Top right: "Sample Page"
Left of "Samle Page" a new page called "Tracking" (the page I added)
--- In middle of the page I see the latest blog
--- When I scroll down - this could be the footer area - I see at left side again "Blog" and underneath "My Story" "My Story" appears like the subtitle to the blog and cannot be clicked. The word "Blog" at the bottom left functions as a home button
--- On the bottom right side there are menu items like
- Blog clicking leads to be first bolk story
- Events
- About
etcWhat I want to have?
– When opening the homepage a background picture and the title of the homepage centered
– A simple menu either horizontally on top or left or right vertically. Menu should have the items: Blog (which opens the blog page, lates post shown, olders beneath), Page1, page2, …up to 3 or 4 pages
— Blog – the latest blog should always be in top of all previous ones and contain text and pictures at defined positions in the text
— Page x – the same for all pages. Text and pictures
— Footer – a default footer with About, Authors, FAQ, etc is fine.
What do I need to do?
I am sorry for the strange layout of my first post here. Could not find out how to avoid the first part’s format.
