• Is there a way to change the html that comes with plugins? I cannot find it anywhere.

    For Example: http://pollbeast.com/most-recent/

On that page when you click the upload button. You see that text at the bottom that says “form lightbox.”

I can right click>inspect element and see what it is, but where do I go to change that to say something else?

You need to create a thread for each plugin and ask that.

A lot of plug-ins no longer provide support. I’m wondering where html generally resides because I’ve had this problem with all plug-ins. I never know where to go to see the html.

WordPress doesn’t use static HTML, it uses PHP and generates the HTML. So you’d find it in PHP files.
