I don’t have a website up yet but want to create one using ww.wp.xz.cn.

do i have to create a domain first (on worpress.com)?

or can i do it all under ww.wp.xz.cn?

No but you have to register your own domain name and obtain hosting. See http://codex.ww.wp.xz.cn/Before_You_Install

You need to register a domain name and also open a web hosting account to self host using WordPres.org…many providers do both, which is a good idea (although not required). ww.wp.xz.cn makes some recommendations on hosts here. You can also do all of this using WordPress.com, but they are not as flexible.
