Thank you for the reply. I do understand where the logged in users can find their settings, but I suppose I am asking about the non-logged in users who will potentially be locked out and unable to find these settings once I enable two-factor authentication. Is it possible to activate the plugin and have the administrators be able to scan their barcode to set up their external apps before enabling the plugin during login?

You cannot set up TFA access for users other than yourself; that is contrary to the fundamental premise of a second-factor, which is that the user is proving possession of something that *only they* have. (Please see here to learn more about multi-factor authentication: https://en.wikipedia.org/wiki/Multi-factor_authentication ).
As such, for TFA to be set up on other users’ accounts, you need to tell them to log in and set it up themselves.
