How to remove “disabled” attribute from submit button

Hello, we’re experiencing a subjective issue with a submit button, which has now a DISABLED attribute, which was probably added in some of the latest updates. Is it possible to remove this attribute from the submit button? We don’t like how the button is disabled until all fields are filled and terms and conditions checkbox is checked. We prefer a different way how to validate fields, the old one.
