I also tried removing the plugin and clean by hand the db tables (icwp shield leaves a lot of stuff in the WP database, even after being uninstalled -?-) No luck.
When I reinstall Shield, I cannot access the settings. The only option left is : “save the settings” in any of Shield screen.
Ok I give up. A resetOff file that would reset everything in the plugin à la forceOff (ftp) would be nice.

This is really odd – while forceoff was active, did you try putting in a new password and then save it?
You can actually reset the plugin in a similar way as forceOff – see here:
