how to resolve character encoding? issues?

I think it’s character encoding issues…I’m getting the greek type:
“, ” etc throughout the site.
Not sure how to target them all… I did find this but worried about missing other characters that it might miss (if any):

I did open my db in a text editor but it keeps it as what the document is. So the document still says UTF-8. (I use TextWrangler).

Any help is greatly appreciated, I’m supposed to launch this thing today :/
