I have main category “aktualnosci” and If I set the category https://sprm.org.pl/aktualnosci/ in public then after entering the post https://sprm.org.pl/aktualnosci/likwidacja-szkod/przedstawiciele-sprm-wzieli-udzial-w-seminarium/ it is invisible, if I do not add this link to posts, they will not be public

Yes, you have to assign a public category to all your public posts.
Please also check your access restrictions in Ultimate member -> Settings -> Access tab.
