How to turn off Unused JavaScript and CSS

thanks for your post, and sorry for the trouble.

TablePress will only load its JS files if they are needed on the page. For the CSS files, this is not directly possible. If you only use tables on a few pages, you could manually curate a list and then use a filter hook to turn off the CSS on the other pages, see https://ww.wp.xz.cn/support/topic/enable-tablepress-resources-only-on-pages-that-use-them/
