.htaccess not getting updated for Apache module

Bug report: No changes made for Apache/.htaccess are working. For testing I tried setting my root-level .htaccess file to permissions 777 and there was no update, so the issue does not seem to be with permissions. Others noted here two months ago that .htaccess wasn’t being updated for them either.

Can anyone confirm whether this Is or Is Not working for them? If it’s working anywhere with the latest code then at least we’d know the issue is site/config-specific. Thanks.
