htaccess not writable?

I have migrated a site to a different host and it seems that it’s not longer writing the .htaccess file. I have set the permissions to 777.
Any ideas?

other plugins are writing to .htaccess just not iThemes Security.
I’m guessing the .htaccess is suppose to happen when I click here:
