ok but it has to be done by the end user who knows nothing of html or css. will he be able to merge the rows as shown in the example ?

yes, for merging rows/columns, they can simply select the cells, and the use a button or the right-click context menu.
For the links, they can also use a button and a dialog that asks them for the link text and the URL. For the green box, they would need to use HTML code.
