Having a simple HTML comment in functions.php, outside of PHP tags, results in a scan error.

I assume this is correct behaviour by Duplicator and HTML comments should not be placed inside the functions.php file? Can you confirm please, thank you.

This happened with Atom & Emmet autocomplete functionality with a simple HTML comment being outside of PHP tags.

That is correct! The scanner users the WordPress admin-ajax routine to generate a JSON response. Emitting extra data on the request stream is going to return invalid JSON content…
