HTML component in header won’t save edit

I have html component in header with phone number and email, now I want to edit it(for example change phone number), but it just goes back as was it was. It won’t save changes. You can switch block placement in header, that works, but edit for html component just won’t. I disabled cache plugin, but no luck.
