HTML dog help following tutorials

Fellow wordpress team mates,

does anyone have experience with html dog? I know this may seem like an off question. I pose this question because they don’t have a support forum and wordpress recommends this site to learn how to use html and css. I’m trying to learn css and seems I’ve reached a point in the tutorial, the applying css tutorial, http://www.htmldog.com/guides/css/beginner/applyingcss/ where my browser doesn’t seem to be showing me the css I’ve placed in the notepad document. I’ve checked to make sure I’ve saved it correctly. I’ve even researched the files in my computer and everything seems to be aligned and saved correctly. I still have 6 tutorial lessons to go through at the beginner level. Any recommendations or assistance on troubleshooting this problem is much appreciated.
