The xml file looks just fine.
What is the issue
When I put it in for a scheduled fetch then do fetch now, it gives me the error:
Feed file is in a format that we don’t support: HTML
I reviewed it as well and did not see an issue or where the HTML is.
I have a hard time to understand what is going wrong.
Could you please use screenshots to show me error messages.
Any update? I have tried contacting Google and they are saying it is on the 3rd parties side.

You are doing something wrong. The xml file in your first post is correct. Nothing wrong with that. So you are submitting the wrong url or something because the xml url will be correct.
Check again in the merchant center.
