This may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.
If you can install plugins, install “Health Check”: https://ww.wp.xz.cn/plugins/health-check/ On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site.
Thank you for your reply, but I’m not sure you read my post. I said that I disables ALL of my plugins and the problem remained…

“a” means one. Hence my suggestion to disable ALL plugins 🙂
If you have tried disabling ALL plugins, then also, as suggested above, try switching to the unedited default Theme (Twenty Nineteen) for a moment using the WP dashboard to rule out any theme-specific issue (theme functions can interfere like plugins).

Yes I turned off plugins several at a time — not all at once.
With all plug-ins on, I went to other pages on my site and had no problem switching between visual and HTML mode.
Clearly this seems to me to be an issue with WP 5.0.2, and their new editor.
OK, I now turned off ALL plugins simultaneously. No difference. On this page I can not switch from HTML to visual — only from HTML to “custom HTML”.
At what point to the programmers take responsibility that there is a glitch in WP 5.0.2?
I have the same problem, any suggestions?
At this point I have no solution — other than to simply deal with it. I highly suspect that there is a software defect in the new WP editor (version 5.0.2). I hope that the programmers are reading this!
