Can you please check if you published the Popup and then set up the visibility conditions to show on the pages/posts/static pages?
If you have multiple conditions, make sure that also selected “Show” when “Any” – link on this screenshot

Would you mind sharing a link to your site so we could take a look there (also let us know where exactly we should expect the popup if it was working there)?
It would also be great if you could export the popup from plugin and share it with us so we could test it on our test sites. Would you do this?
You can export the popup by going to “Hustle -> Pop-ups” page, clicking on “ger” icon for the popup there on the list, on the right, and selecting “Export” option from there.
Being able to test it would help a lot in diagnosing the issue.

I don’t see any popup. I can see some JS minification on your site though. Not sure if it comes from WP Rocket. Can you clear all caches and give this another try?
If this continues, could you please share an export of your popup like my colleague Adam mentioned above?
