In mobile view, your menu items will toggle only if you click on the icon (angle down) because only that has .toggle class. That is how your theme is designed (see demo here – has the same result)
Sice you use a commercial theme (Flatsome), please go to their official support channel. We feel they are best equipped to support their products.
