Assuming only this is the issue you’re having:
With the new editor I do not seem able to activate the option “open link in new tab” when I am revising previously published material.
If revising using classic editor:
highlight link
select edit (pencil icon)
add revised link
select link options (cog icon)
If revising using gutenberg editor:
highlight link
select edit (pencil icon)
add revised link
select link options (three dots)

When I am revising the old material, although the editor seems to be the new editor in terms of the type format, the hyperlink procedure seems to be the old editor.
I do exactly what you say in the first procedure. I tick off the box for open in a new tab and then update. The link works but it does not go to a new window. Something is wrong!
The second procedure you describe works well for new material published under the new editor. No problem.
interesting, I followed the steps you took:
- open in classic editor
- select text
- select insert/edit icon
- insert URL
- select cog icon
- check ‘open in new tab’
- update
OUTCOME: no link recorded
Then I tried:
- open in classic editor
- select text and add link
- PRESS ENTER
- update post/page
immediately followed by
- select above newly revised link
- select edit pencil icon
- select cog icon
- check ‘open in new tab’
- update
- update post/page
OUTCOME: link opens in new tab
Notes: not how it’s meant to be but worked?
I tried the approach you describe but it still does not open in a new tab.
I am thinking that I might have to redo the page from scratch in the new editor but I am busy and I can’t do this right now. Is there some way of telling wordpress that they have a bug?
before starting from scratch, perhaps give it a couple of goes (not ideal but may be quicker than doing the whole thing again)

I decided I might as well just get it done. So I copied the page to Word then deleted it and opened a new page and reinserted the old material. It could now be edited in the new editor and I could select the link option in the simple slider-switch of the new editor. All the links now work well.
I decided not to report the bug.
