I cannot create my ww.wp.xz.cn account

I am trying to create a new account on ww.wp.xz.cn for an organization that I am a part of so we can make a new website. However, When I input the username and email (I never even got the step of making a password) it seemed to time out all of a sudden and now I am being given two contradictory messages. I got an email that asked me to confirm the email I was using but when I clicked on that link in the email it said the link had expired, so when I went back to try to send another email to confirm it, it will now not send anything (it is not in my spam). When I try to log in it does not recognize my email/username at all but when then it says it does recognize my email, specifically it says :
That username is already in use.
The registration is still pending, please check your email for the confirmation link.
Resend confirmation email.
WHen I try to do that it sends nothing to my email. So it can’t see to make up its mind on wether it recognizes my email or not.

1-are you able to login to the webhosting account to check in the database to see if a new user has been created with the desired username and email address?
2-if emails are not being sent from the site, you might need to check with the webhosting vendor to see if anything relating to sending mail is disabled
(note: creating an account on this website ww.wp.xz.cn is separate from creating a user for a self-hosted website powered by WordPress software)
