The Options Framework only enables options if the theme supports it. If your theme doesn’t specifically mention that the Options Framework is required for use, it likely not needed or supported for your theme.

Many of us have the same problem: after we activate the Options Framework plugin we cannot see ‘Theme Options’ link under ‘Apperance’ tab.

If the Tetris theme suggests using the Options Framework, yet the options do not show up, I’d get in touch with that theme author.
