Try:
– deactivating ALL (yes all) plugins temporarily to see if this resolves the problem (plugin functions can interfere). If this works, re-activate them individually (one-by-one) to find the problematic plugin(s).
– switching to the unedited default Theme (Twenty Twenty, etc.) for a moment using the WP dashboard to rule out any theme-specific issue (theme functions can interfere like plugins).
I don’t have access to the plugins! I get a 404 File Not Found!
Everything was working just fine until a few days ago when I implemented a Paypal gateway for Paid Membership pro, and WooCommerce

Try manually resetting your plugins (no Dashboard access required). If that resolves the issue, reactivate each one individually until you find the cause.
If that does not resolve the issue, access your server via SFTP or FTP, or a file manager in your hosting account’s control panel, navigate to /wp-content/themes/ and rename the directory of your currently active theme. This will force the default theme to activate and hopefully rule-out a theme-specific issue (theme functions can interfere like plugins).

Is this Paypal gateway for Paid Membership pro a paid/commercial plugin? Where did you download it from?
If the above steps don’t help resolve the issue, I suggest contacting the plugins support directly.
I downloaded PMPro directly from wordpress plugins in admin. It was working fine.

This one? Paid Memberships Pro
If so, I recommend bringing the issue to the attention of the plugin’s author at https://ww.wp.xz.cn/support/plugin/paid-memberships-pro/ so the plugin’s developers and support community can help you with this.
I still can’t access the plugins option on my WordPress Admin page
