Where did you get the theme from, and are you uploading a .zip file?
The theme is based on Underscores, which I understand is more customisable than the ‘Neve’ theme I’m using. I have a ZIP file on my machine but cannot browse to it to upload to development server. I did initially try to upload a copy of ‘Neve’ which had the same problem — fortunately (?) I was able to find on WP.org…
So, when you’re browsing for files to upload, you can’t select the .zip, or you can’t find it?
I click the ‘Upload Theme’ button and a panel opens, then I click the ‘Browse’ button and nothing happens… I can’t navigate anywhere let alone select a ZIP file!

That’s very strange, that particular part is controlled by your browser and operating system, not WordPress.
Do you have trouble with browser-based file uploads on any other site?
Hi James, no, never had this problem before — and that includes working on WP sites! Don’t think it would be a popup blocker or something with my browser (Firefox)
Ok, please make sure that your browser is up to date: https://browsehappy.com/
If it is not, please try updating your browser or switching to a different browser.
If it is, please do these two things:
1. Try clearing your browser’s cache and cookies.
2. Try with all browser extensions or add-ons temporarily disabled.
Please let us know how each step goes for you, and which browser (and version of) you’re using if you’re still having trouble.
Hi James, well Firefox 78.10.1 esr doesn’t allow me to upload a theme on ANY WP site (although I can upload images, etc). Tried Chrome 91.0.4472.114 and upload worked as expected. Interesting! As my browsers are regularly updated I wouldn’t have thought that this was a browser issue!

Hm, interesting. Are you able to try Firefox 89?
Officially, regardless of ESR, we can only support the current version and one version back of browsers, so in this case that would be Firefox 89 and 88.
Have just updated to Firefox 78.11.0 and it works as expected now. Fascinating!!
