Yes I understand all of that but my core files have been compromised so I can not use them. I do have a back up of my data base. Can I install the latest version of WordPress and import my DB to it?

You not only can, but you should…
Don’t even have to “import” your database.
Clear out all the compromised stuff (ie delete).
Upload the new WP version (Assuming you were current before the attack?)
Edit wp-config.php to point to the existing database.
Hi I’ve been hit by crackers_child but have yet to back up my blogs. What can I do?
Was interested in last post about edit wp-config.php to point to existing database but as a total newbie, how do you do it?

I got back up and running, just a note that my themes where hacked also. Be sure to not to use your old themes like I did. Down load new ones.

I’d assume that people who manually uploaded WP would have copies of their core WP files, including themes. That means just ensuring that the database is backed up.
For people who install WordPress via their web host’s control panel, I would highly recommend saving a copy(ies) of WP as installed by the control panel to your computer hard drive, just for situations such as this. And, of course, backing up the database itself.
Old tip: too many copies is better than none. 🙂
And don’t rely on your host’s backup system. They aren’t infallible 🙁 Even excellent hosts sometimes have system failures.
