Comment guestbook cannot do this, but due to the usage of the wordpress integrated comments you can use another plugin which give you that feature. In a small search I found this plugin for example. I didn’t have tried it but I think this plugin does exactly what you want to have.

hey there i ll do my best to explain what i m looking for (i m french sorry 🙂 )
I m the admin and i have an other user, who has an “editor role”
and i would like to know if this other user could receive also the notification mail saying a new comment has been posted then she could also accept or not the comment and manage it…
