Hi there,
When we add our Button widget we could not reproduce this issue at all. Are you sure you are using our Button widget, since the option for Normal and Hover state are present and working perfectly fine.
We do see though that you have edited the Default state, so we assume you made the colors to primary, or secondary color which is why this changes. So you should, if using this change the Global Accent color which will be applied to the Icon color as well.

Hi there,
The difference is that you are using Elementor Global styles on your other button where the Icon color is not showing. So you can either remove the global styles and use our Icon hover color, or set the Global styles Accent color, this will be applied to the icon as well.
