ID or Class – Exact Trigger Point

Question about the exact point (location on screen) and user behavior for triggering an event…
If the ID or Class code shows up on the VERY bottom of the screen does that trigger the event? Does the user have to stay there for a certain time? What if they pass it extremely fast, does that count? thanks
