The first thing I’d like to note is that our plugin is mainly designed to work with self-hosted WordPress installs, not WordPress.com sites. That, by itself, could be your issue.
That being said, what file type are you trying to import? I would suggest importing it as an XLS or XLSX file. Sometimes, depending on what program you use, the formatting of the saved CSV file might cause an issue. So, using an Excel file instead usually helps in this case.
Also, would you be able let us know what columns are in your spreadsheet (either by providing the spreadsheet or a screenshot of it)? It could be that there are some read-only or unrecognized columns (e.g. maybe from the export) that don’t work for the import.
If you try the sample spreadsheet I’ve linked to below, does that import?

Thank you for your prompt response. Unfortunately, the sample gave me the same result. I seriously believe it is a wordpress.com permission issue as it complains about the file upload not working. Just not sure how to correct this. I know you probably have enough business not to worry about us on wordpress.com, although I did purchase the premium version, but I think since this is an issue selecting a file from the media library would be a nice work around(unless there is way to fix this).

For this specific issue, we would suggest contacting wordpress.com hosting support to see if there are any restrictions that would prevent uploading from a plugin admin.
