Feed import feature is still free, it may take 5 minutes after the sign up for the subscriptions to be synced with your calendar, so it should work now.
I am having the same problem. After logging in with my Time.ly credentials, the message “You don’t have a subscription for this feature. Please upgrade to a plan that supports import feeds.” appears. However, this is listed as a feature on the WordPress Core Calendar page.

I was having this same problem earlier. The upgrade notice did eventually go away, but it still wouldn’t let me do anything with any of my feeds. It said they would be updated at the next scheduled time, and then I would be able to edit them. The cron event wasn’t showing up in the list, so I was concerned that it was never going to update on its own, but it finally did. Now the problem is that, when it updated, it deleted all my events and refuses to import them again. Every time I manually refresh one of the feeds, it just tells me that it has imported 0 events. I even tried deleting one of the feeds and re-importing it, but it did the same thing. The imports are from Google Calendar, if that makes any difference. I’m on version 2.5.8 of the plugin and version 4.5.3 of WP.
Edit : And it’s fixed. I just tried manually refreshing the feeds again, and they imported okay. I guess I just had to wait a little bit longer than I did.
