This is not currently a feature available in UM but if you google “wordpress import users” you will see a bunch of plugins that provide functionality of importing users from csv.
Maybe you can give one of them a test and see if it works. I haven’t tried any of them so unable to provide a recommendation.

When I have imported the users and want to go live with the new setup, will it then be possible to send an email to all members with their Username and Password?
There is no specific functionality for this. Are your members coming from an existing WordPress site? If so UM simply uses the WP user meta so if you import users they should have the same username and password.
If not something that might work is making all the users pending activation on users page. Then edit the approved email template to include username and password. Then you could bulk approve all users and they should get the email with the details.
