Hi

Is it possible to import address in bulk through a CSV as the site owner and assign it to a customer?

There isn’t an import into the admin, but this is something that can be built to your needs with PHP code. You can see this thread where some samples of how to do so are discussed: https://ww.wp.xz.cn/support/topic/add-new-adresses-via-php/
