When I try to use the import page on the admin panel I get this message:

If you have posts or comments in another system, WordPress can import those into this blog. To get started, choose a system to import from below:
There doesn’t seem to be a wp-config.php file. You must install WordPress before you import any entries.

The problem is, my wp-config.php (and the sample file too) file is in the blog folder where everything else is at.

    What exactly is going on?

Okay I resolved it myself by installing the 2.1.3 version.

Well that’s not really a solution though and in fact is a step backwards.

I would try again with the 2.2 install and then make sure the wp-config.php file is readable by the webserver. It might not be.
