However I tested your theme uploaded just here: http://www.fabthemes.com/revera/ + Options Framework and I didn’t reproduced a such issue.
Try to switch on Twenty Fifteen to create your languages then revert on Revera theme.

I did what you suggested.
I could indeed install the two languages when i was with the Twenty Fifteen teemplate, but as soon as i activated my revera template, the same error appeared.

admin/options-framework.php doesn’t exist in the theme that I uploaded.
Where did you upload your theme? Please give a link to be sure we speak about the right theme.
Specify also the version of your theme and the plugin Options framework.
