As explained, the plugin does not isert any li tags.
Thsi is what the plugin inserts for block 2:You can use debugging function Label blocks to see what and where it is inserted:

However, I can see that something is wrapping inserted blocks with a li tag.
This may be some other plugin or your theme.
Can you try to disable other plugins to see the difference?
