I am using the short codes to restrict content, and I would like to know if it would be possible to include a message like “Restricted content for users without permission” to the Roles that are not allowed to see the content.

This is actually really problematic just because of the way the shortcodes system works. See an explanation in this ticket: https://github.com/justintadlock/members/issues/3#issuecomment-148420716

Right now, I’m working on a block editor (Gutenberg) add-on plugin that would allow you to show/hide blocks. Allowing for an error message with this will be a lot easier to do because it wouldn’t have the problems mentioned in that ticket.
