index.php does not load

I just installed a second blog and database on my domain (monsefdesign.com) to http://www.bothellvbc.org/NewSite/wp/

the install and setup went fine, in fact I can access the http://www.bothellvbc.org/NewSite/wp/wp-admin/ and login and edit posts etc…

this is my first try and any of this, any advice is greatly appreciated.
