Inline css doesn’t work from some plugins

Sometimes unload inline css or js does not seem to work.
Example is when trying to unload ionline css from:
https://ww.wp.xz.cn/plugins/joli-table-of-contents/Good to mention to chekc conflict:
– Unload the whole plugin on specific url paths but the issue do not occur on these urls. Maybe a conflcit anyhow within the plugin.– Unloading the inline css everywhere.
