Tables really are not recommended for layout purposes – they should only be used for displaying data. CSS can better control the layout of a page – if you can post a link to your site, someone may be able to help you more.

You will need to modify the header.php file, but that kind of change should only be made in a Child Theme – otherwise all your changes will be overwritten when WP is updated. So do this first:
