Would like to add preconnect links right after TITLE tag, how to achieve that?

Actually it would be great to have a settings tab where domains for preconnects could be entered. Then plugin can use wp_resource_hints() to display them.

Also plugin could automatically search ad codes and include found domains in the list.

you can insert link code after the title tag:
https://adinserter.pro/documentation/insertion-before-inside-after-html-element
