It’s not possible. WordPress.COM is a completely separate, closed-off system that allows you to use their own approved and controlled range of themes and plugins. Adding new ones aren’t allowed. You’ll have to use it on your own .org site.

I just create a theme on my local ww.wp.xz.cn but what I do to put it online? Or there’s no way? :/
No, you don’t choose xxxx.ww.wp.xz.cn when you create a new blog on wordpress.com
That option is not available, xxxx.wordpress.com is all that’s available there. If you think it is, show me an example of a blog that you’re created that’s xxx.ww.wp.xz.cn and I’ll change my mind on that one. 🙂
WordPress.com is where you can get your blog . but i guess you cannot install new themes apart from those already available in showcase
